 Budgeting for National Priorities
U.S. Trade Representative Rob Portman, President Bush's pick to head OMB, faces a $318 billion deficit, which most experts expect to rise sharply despite the Administration’s pledge to cut it in half by 2009. And he must deal with a divided Congress that continues to debate the wisdom of extending recent tax cuts, curtailing congressional "earmarks," and taking modest steps to reduce federal spending.
