While Mrs. Spellings praises NCLB, I can tell you from experience that state lawmakers, educators, students, and parents are frustrated with the heavy federal controls the law imposed on them. The original principles of the Act included more education choice for students. As the Federal government looks to renew this law it should return to those principles--and leave the parents and local schools in charge.
